Cyber security tools are meant to guarantee the triad of confidentiality, integrity and availability of organisation’s systems and data against cyber threats. However, cyber tools have limited protections, and reliance on them alone is not enough to manage the evolving nature of cyber risks. Human resource is a vital asset. When both cyber tools and human factor fail, cyber insurance will serve as a fallback cushion. We propose a complementary approach driven largely by human resource and cyber insurance as reinforcements for cyber tools in addressing cyber risks.
